On December 2, the Ministry of Natural Resources and IUCN held a videoconference to sign the Memorandum of Understanding between the Ministry of Natural Resources of the People's Republic of China and IUCN and to reach consensus on follow-up cooperation matters. Minister of Natural Resources Lu Hao, Vice Minister Wang Hong, IUCN President Zhang Xinsheng and Director-General Bruno Aubert attended the meeting.

　　Lu Hao pointed out that the Chinese government attaches great importance to the construction of ecological civilization, and President Xi Jinping put forward the concept of "green water and green mountains are golden mountains", emphasizing "respecting nature, responding to nature and protecting nature", and establishing the "conservation The Ministry of Natural Resources (MOR) is determined to implement the policy of "prioritizing conservation, protection and natural restoration". The Ministry of Natural Resources has resolutely implemented the instructions of President Xi Jinping and vigorously promoted the construction of ecological civilization in the performance of its duties, and has made positive progress in its work. The system of natural resources management system has been accelerated, the reform of natural resources property rights system has been carried out in an orderly manner, the top-level design and general framework of national land spatial planning system has been basically formed, the system of permanent basic farmland protection, ecological protection red line and urban development boundary control has been gradually established, the system of nature reserves with national parks as the main body has been accelerated, ecological restoration work has been steadily promoted, and the supply of ecological products has been significantly increased. However, in the face of the basic national situation of insufficient resources per capita and the degradation of ecosystems caused by the rough use and over-exploitation of resources, how to strengthen the scientific control of land space, improve the level of resource development and protection, scientifically promote ecological restoration, and establish a mechanism for realizing the value of ecological products has become a topic that needs to be continuously explored and resolved.

　　Lu Hao said that IUCN has carried out fruitful work in the fields of protecting biodiversity and natural heritage and addressing climate change. China is willing to deepen cooperation with IUCN, actively participate in global ecological governance, share and learn from each other's ideas, experiences and achievements in ecological civilization construction, and carry out practical cooperation to build a beautiful world where people and nature live together in harmony.

　　Bruno Aubert, Director-General of IUCN, said that the Ministry of Natural Resources becoming a national member of IUCN in December 2019 is a new milestone in the cooperation between IUCN and China, and is willing to strengthen cooperation in natural resources management and asset accounting, nature reserves, green finance, ecological restoration and other areas. IUCN President Zhang Xinsheng expressed his appreciation for the Ministry of Natural Resources' sense of responsibility and commitment in promoting China's ecological civilization and participation in global natural resource governance, and looked forward to advancing practical cooperation.
