   The full text of the "Opinions on the full implementation of the chief forestry system" is as follows.

Forests and grasslands are important natural ecosystems, for maintaining national ecological security, promote the construction of ecological civilization has a fundamental and strategic role. To comprehensively enhance the function of forests and grasslands and other ecosystems, and further compact the main responsibility of local party committees and governments at all levels to protect and develop forest and grassland resources, the following views are put forward on the full implementation of the chief forestry system.

    First, the overall requirements

   (A) guiding ideology. Firmly establish and practice the concept of green water and green mountains is the silver mountain, and actively promote ecological industrialization and industrial ecology, and constantly meet the people's demand for a beautiful ecological environment, excellent ecological products and quality ecological services.

For different regions of the forest and grassland and other ecosystem protection and management of outstanding problems, adhere to the classification of policy, scientific management, integrated management, appropriate forest, grass, grass, wilderness, to enhance the overall ecological, economic and social functions of forest and grassland resources.

   (F) strengthen the ecological restoration of forest and grassland resources. Based on territorial spatial planning, scientific delineation of ecological land, and continue to promote large-scale land greening action. Implement major projects to protect and restore important ecosystems, promote the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Bay Area, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin, the construction of Hainan Free Trade Port and other major strategies involving regional ecosystem protection and restoration, in-depth implementation of the return of farmland to forest and grass, the construction of the three northern protection forest system, grassland ecological restoration and other key projects.
