In order to conscientiously implement the important instructions of General Secretary Xi Jinping and Premier Li Keqiang and other leading comrades of the Central Government important instructions to further strengthen the current safety prevention work in the field of natural resources, recently, the Ministry of Natural Resources issued an "urgent notice on conscientiously implementing the important instructions of General Secretary Xi Jinping to strengthen the safety prevention work of the natural resources system" (the "Notice").  
 

　　The notice requires that we must effectively assume the political responsibility to ensure safety and stability. Natural resources system at all levels of leading cadres to unify their thoughts and actions to the spirit of General Secretary Xi Jinping's important instructions, fully understand the serious complexity of the current production safety situation and the extreme importance of good production safety work, quit formalism, bureaucracy, effective prevention and resolutely put an end to serious production safety accidents within the natural resources system. To strictly implement the "party and government leading cadres of production safety responsibility system", in accordance with the "party and government together, a double responsibility, all together, failure to pursue responsibility" and "three must" requirements, layers of pressure to compact the responsibility of production safety in all departments and units.

　　The Notice requires that we should deeply understand that the safety of hazardous chemicals has become an important factor affecting the high-quality economic development and social stability, learn from the lessons of accidents, and effectively strengthen the safety management of hazardous chemicals and hidden danger investigation and management. The China Geological Survey and other units directly under the Ministry should take into account the actual situation of their units and carry out in-depth investigation and rectification of safety hazards, especially in view of the characteristics of the regular pattern of fire accidents in spring, strengthen the investigation and treatment of fire risks and hazards, and strictly rectify the "three-in-one" "multi-in-one" places and the illegal use of flammable decoration materials, the lack of damaged fire-fighting facilities, illegal charging of electric vehicles, blocked evacuation routes, aging and broken electrical wiring and other issues, and strictly prevent fire accidents. The storage and use of hazardous chemicals units should carry out a "look back" on the special inspection of hazardous chemicals carried out at the beginning of this year, and the safety hazards that have not yet been rectified should be the focus of backward scheduling and strict implementation of rectification measures; organize special personnel to conduct a thematic study and judgment on the situation of hazardous and explosive chemicals in this unit, and carry out special treatment of solid hazardous waste safety. The unit should focus on the collection and storage of the number, manner, place and disposal methods and other links, establish a ledger of use, form a closed loop of management, to ensure that all waste is safely handled. For oil and gas drilling, offshore operations, aerial surveys, large equipment, field projects, according to national standards, industry standards and unit safety norms, one by one to check all kinds of hidden dangers, and firmly put an end to "sick" operation; operators strictly implement the safety of the use of norms to prevent field, air and sea safety accidents.
